Swagger drives to Kentucky to the home of his late friend’s fiancée, Sarah Fenn. He convinces her of his innocence, and she nurses him back to health. To clear his name, Swagger needs evidence. Three years later, a group of men led by Colonel Isaac Johnson visits Swagger. They claim there is a plot to assassinate the President of the United States. They ask Swagger to use his expertise to scout the locations where a sniper might shoot the President, so they can prevent it. Reluctantly, out of a sense of duty, Swagger agrees.
Swagger arranges a meeting with Johnson and his men at a remote mountain lodge to exchange himself for Sarah. A massive shootout ensues. Using his superior sniper tactics, homemade explosives, and knowledge of the terrain, Swagger systematically eliminates Johnson's heavily armed mercenary team. He rescues Sarah, and with Memphis's help, he exposes the truth to the authorities.
The film ends with Swagger driving away with Sarah, having cleared his name in the eyes of the public and the honest FBI agents, while the corrupt officials are dead. Justice is served, but outside the bounds of the law. The assassination of the archbishop was ordered because he was about to expose a massacre of an Ethiopian village orchestrated by a corrupt U.S. oil company. The company wanted to build a pipeline, and the villagers were in the way. Colonel Johnson and his team were private military contractors hired to cover it up.
While Swagger is scouting in Philadelphia, the Ethiopian archbishop is shot and killed while standing next to the President. Swagger realizes too late that he has been set up to take the blame. He is shot by a police officer but manages to escape the scene. He is now a wanted fugitive, framed for a murder he did not commit.
