To achieve the "High Quality" output without dropping frames, I had to tweak the JPEG compression settings. By default, WebcamXP can be a bit aggressive with compression to save CPU cycles. I found the sweet spot by limiting the frame rate to 15fps but bumping the quality slider up to 90%.
