Powell risks his life by walking out onto the Mercury surface, intentionally putting himself in mortal danger from the sun’s radiation. Speedy, sensing that a human is in immediate harm's way, breaks his logical loop. The First Law forces him to ignore the danger to himself (Third Law) and the previous conflict (Second Law) to save Powell. Once saved, Speedy is given a direct, urgent order to retrieve the selenium, which he does immediately. "Runaround" is a prime example of "puzzle sci-fi" or "logic-fiction." Asimov did not portray robots as monsters (as was common in pulp fiction of the 1920s and 30s). Instead, he portrayed them as logical machines that malfunction due to logical conflicts rather than malice.
The situation becomes critical because the humans' oxygen supply is dwindling. To break the deadlock, Powell realizes he must invoke the First Law . The First Law supersedes both the Second and Third.
